MISMMS Tag 2 Monotonicity

This MISB ST 0902 temporal rule checks that claimed MISMMS Tag 2 Precision Time Stamp values increase monotonically.

The rule reuses the same timestamp evidence as the generic MISB ST 0601 monotonicity check, but reports the outcome under MISMMS profile conformance because the 30-second reporting window logic depends on trustworthy metadata time.

The test passes when each claimed MISMMS packet with Tag 2 reports a timestamp greater than the previous claimed MISMMS packet on the same stream.

The test fails when Tag 2 repeats or moves backward on the same claimed MISMMS stream.
