MISMMS Required Top-level Item Set

This MISB ST 0902 semantic rule checks that the claimed MISMMS stream reports the required non-conditional top-level items defined by the profile.

The rule scans the decoded claimed MISMMS stream and requires at least one occurrence of each non-conditional top-level item that is feasible to validate directly at the ST 0601 top level.

The test passes when every required non-conditional top-level item appears somewhere in the stream.

The test fails when one or more required non-conditional top-level items never appear anywhere in the stream.
