MISMMS Motion Imagery Core Identifier Present

This MISB ST 0902 semantic rule checks the required Motion Imagery Core Identifier field.

For each claimed MISMMS stream, the rule requires Tag 94 to be present and checks that every observed Tag 94 payload is a valid MISB ST 1204 core identifier no longer than 50 bytes.

The test passes when the stream reports Tag 94 and every observed Tag 94 payload is a valid MISB ST 1204 core identifier within the 50-byte maximum length.

The test fails when Tag 94 never appears in the stream, when any observed Tag 94 payload exceeds 50 bytes, or when any observed Tag 94 payload cannot be decoded as MISB ST 1204.
