MISMMS 30-second Reporting Continuity

This MISB ST 0902 temporal rule checks the 30-second reporting continuity requirement using MISB ST 0601 Tag 2 timestamps.

For each claimed MISMMS stream, the rule verifies that every required top-level item, every inclusive-OR group, and Tag 94 is reported at least once every 30 seconds.

Zero-Length Item occurrences still count for this rule. Use the separate ZLI-excluding continuity rule when you want continuity credit to ignore zero-length reports.

The test passes when no required item or group goes unreported for more than 30 seconds.

The test fails when a required item or group is missing entirely, appears too late, disappears for more than 30 seconds, or is absent for the final 30 seconds of the timestamped stream.
