MISMMS 30-second Continuity Excluding ZLI

This MISB ST 0902 temporal rule checks the same 30-second reporting continuity requirement after removing Zero-Length Item credit.

For each claimed MISMMS stream, the rule verifies that every required top-level item, every inclusive-OR group, and Tag 94 is reported at least once every 30 seconds, but zero-length occurrences do not count as reports.

The test passes when every required item and group maintains 30-second continuity using non-zero-length reports only.

The test fails when a required item or group depends on Zero-Length Items to maintain continuity, or when non-zero-length reports still leave a gap longer than 30 seconds.
